Why Doesn't All Electrical Equipment Fall Under the Same Standard?

When most people think about Test & Tag, they assume all portable electrical equipment is covered by the same rules.

I was surprised to learn this isn't always the case. In fact, some workplaces can contain equipment governed by multiple Australian Standards at the same time.

Take a physiotherapy clinic as an example. At first glance, it looks like any other workplace. There are computers, printers, kettles and power boards, along with treatment rooms containing equipment such as electrically adjustable treatment tables. It would be easy to assume everything falls under the standard workplace Test & Tag requirements of AS/NZS 3760.

However, that's not always the case.

Different Equipment, Different Standards

In Australia, different types of electrical equipment can be governed by different standards depending on how the equipment is used.

AS/NZS 3760

AS/NZS 3760 is the standard most businesses are familiar with. It applies to portable electrical equipment used in workplaces such as:

  • Offices

  • Retail stores

  • Workshops

  • Accommodation providers

  • Community facilities

  • Schools and childcare centres

This is the standard used for the inspection, testing and tagging of equipment such as:

  • Computers and monitors

  • Extension leads

  • Power boards

  • Kitchen appliances

  • Portable tools

  • Chargers and power supplies

AS/NZS 3012

AS/NZS 3012 applies specifically to construction and demolition sites.

Because construction environments present higher risks, testing intervals are generally more frequent, and certain equipment requirements differ from those found in typical workplaces.

AS/NZS 3551

AS/NZS 3551 applies to medical electrical equipment used in the diagnosis, treatment, monitoring or support of patients.

This is where things become interesting.

Many people assume a healthcare workplace automatically falls under AS/NZS 3551. In reality, it is often the equipment itself, rather than the workplace, that determines which standard applies.

A Physiotherapy Clinic is a Great Example

At first glance, many people would assume a physiotherapy clinic simply falls under standard workplace Test & Tag requirements. I certainly expected there to be more of a grey area.

However, equipment used in patient treatment is generally subject to AS/NZS 3551 requirements, even in allied health settings that don't resemble a traditional hospital environment.

Typically Covered by AS/NZS 3760

  • Reception computers

  • Printers

  • Power boards

  • Extension leads

  • Kitchen appliances

  • Office equipment

However, equipment used in treatment rooms is a different story.

Equipment Used in Patient Care

Medical electrical equipment used in the diagnosis, treatment, monitoring or support of a patient falls under the requirements of AS/NZS 3551.

This can sometimes include equipment that people would not immediately think of as "medical equipment".

Many business owners assume AS/NZS 3551 only applies to hospitals or specialist medical devices. In reality, the standard can apply to equipment commonly found in allied health settings such as physiotherapy clinics, where equipment is used directly in patient treatment or care.

In these environments, the requirements extend beyond electrical safety testing alone.

More Than Just Electrical Safety

One of the key differences between AS/NZS 3760 and AS/NZS 3551 is that AS/NZS 3551 involves broader equipment management requirements.

While AS/NZS 3760 is primarily concerned with the ongoing electrical safety of portable electrical equipment, AS/NZS 3551 also addresses aspects such as equipment performance, maintenance, inspection schedules, calibration requirements and asset management processes.

The goal is not only to ensure equipment is electrically safe, but also that it is operating correctly, performing as intended, and remains suitable for its clinical purpose.

Another important difference is the testing equipment itself.

Most Test & Tag technicians use Portable Appliance Testers (PAT testers) designed to perform the inspections and electrical safety tests required by AS/NZS 3760. While these instruments are well suited to workplace Test & Tag activities, they are not designed to perform the full range of testing and verification required under AS/NZS 3551.

Medical equipment management often requires specialised test equipment, additional procedures, calibration checks and more extensive documentation. As a result, the equipment, training and ongoing compliance requirements are typically more specialised and significantly more expensive than standard workplace Test & Tag activities.

Why Does This Matter?

The purpose of each standard is to ensure equipment is tested appropriately for the environment in which it is used and the level of risk involved.

A power board in a reception area presents different risks to equipment being used as part of patient treatment.

Because of this, the testing procedures, documentation requirements and management processes may differ significantly.

The Key Takeaway

Not all electrical equipment falls under the same testing requirements.

While many workplaces can be serviced under AS/NZS 3760, certain environments and equipment types may be subject to specialised standards such as AS/NZS 3012 or AS/NZS 3551.

The important question is not simply:

"Is this a medical workplace?"

but rather:

"How is this equipment being used?"

Understanding which standard applies helps ensure equipment is tested, maintained and managed appropriately for its intended purpose.
